Quebec CSQ (Québec Selection Certificate)
Quebec CSQ: Quebec is the largest province of Canada, with the second largest population in Canada. It’s a province with most French-speaking people. It's the only province in North America with French-speaking people and French as one of the official languages.
Quebec has many big cities which are fast-growing and provide many opportunities for immigrants. This became a preferred place for many immigrants. There are many programs run by the Quebec Government for Immigrants.
The programs by Quebec are different from other PNPs. The Quebec Immigration programs are based on two factors. These are known as Selection and Admission. The applicants in Quebec are needed to undergo two separate processes of Selection and Admission.
The process of selection is at the provincial level, while the process of admission is at Federal level. The applicants who want to immigrate to Quebec should meet the eligibility criteria for both processes of selection and admission.
Selection Process: The applicants who are selected under the Quebec selection process are provided with a certificate de sélection du Québec (CSQ - Quebec selection certificate). The CSQs are issued under a number of Quebec immigration programs to selected candidates. The CSQ means that the applicant is officially selected by the Quebec Government for immigration.
Admission Process: The applicants with CSQ are eligible candidates to submit an official permanent residency application. The permanent residency application is submitted to the Federal Government immigration, and the applicant will get a permanent residency status if the application is successful.
The applicant must ensure their eligibility criteria before starting the immigration process of selection and admission in Quebec.
There are many Quebec Immigration Programs, but all use the selection and admission process. The different types of immigration programs are for different types of immigrants. So it's convenient for you to find a program according to your eligibility.
The various Quebec immigration programs provide a CSQ after successful selection. Here is the list of various immigration programs by the Quebec Government.
- Quebec Skilled Worker
- Quebec Experience Program
- Quebec Investor Program
- Quebec Entrepreneur Program
- Quebec Self-Employed Worker Program
All the programs listed above have their particular eligibility criteria. The applicants must meet the criteria for one of these programs in order to receive a CSQ. The different eligibility criteria are based on the factors of age, education, language proficiency, work experience, family and financial conditions.
The applicants, once they meet all the eligibility conditions of the selected program, should submit their applications to receive a CSQ. The different programs have different intake periods in Quebec.
So you should prepare your application accordingly as sometimes the applicant has to wait for the opening of the designated program to submit their application.
Quebec CSQ:
CSQ - Quebec selection certificate (certificat de sélection du Québec) is a document issued by Ministry of Immigration, Francization, and Integration, or MIFI (Ministère de l’Immigration, de la Francisation et de l'Intégration) to those who have successfully completed the process of selection. The persons who get a CSQ are ready for the next step in their application.
However, having a CSQ doesn’t guarantee permanent residency in Canada. This is simply the first success in your federal application for permanent residency. The next step after CSQ is preparation for a permanent residency application.
The CSQ is valid for 24 months. So you need to prepare your permanent residency application in 2 years. The application for permanent residency is submitted to Immigration, Refugees and Citizenship Canada (IRCC). This application is paper-based so the applicants need to send the required documents through mail or courier to IRCC.
After receiving a CSQ, it's evident that the applicant is selected by Quebec for immigration, so after submitting the application federal immigration mainly focused on the medical and criminal information of the applicants.
The applicants are required to submit the police clearance certificate and medical examination certificate to the federal department. The travel history of the applicant is also reviewed, and in some cases, an interview is required by the federal immigration department.
If your application is successfully approved at the federal level of immigration, then you and your family (if listed in the application) will be granted a Canadian Permanent Residency.
However, a notable number of documents are required by Federal level immigration which may include the personal history of the applicant. The documents in support of your education, work, language proficiency and experience should also be prepared to submit with your application.
Police clearance is required for adult applicants included in your permanent residency application. The police clearance certificates are required from your country of origin. Medical examinations of all members of the application are also required.
A person who is legally or medically inadmissible in Canada is not granted permanent residency status. Also, the applicants are required to pay federal immigration fees.
Working with a CSQ in Quebec: A person with a CSQ can apply for an existing work permit extension. To apply for the extension, the applicant must hold a valid work permit in the province of Quebec with a valid job offer from an eligible Quebec employer. The persons with CSQ can work in Quebec without an LMIA.
Living in Quebec with CSQ: As CSQ is not a permanent residency offer, the applicants need to file their application at the federal level. However, immigrants with temporary resident visas, such as students and temp foreign workers, do not require a CSQ to live in Quebec.
