IELTS is mandatory for anyone if they are applying for a Canada PR Visa. Your IELTS score will have a good influence on your CRS score in Express Entry. Thus, it is not possible to get the Canada Work Visa without passing the IELTS test with the required bands. However, you can also try CELPIP instead of IELTS.
