Mandate of IRCC
IRCC is responsible for all the matters related to immigrants to Canada. IRCC Ministers administer the Citizenship Act of 1977 and its amendments.
The mandates of IRCC are from the Department of Citizenship and Immigration Act. The Immigration Minister works with the Public Safety Minister for Immigration and Refugee Protection Act (IRPA).
Provincial and Territorial Governments share the jurisdiction of immigration with the Federal Government under section 95 of the Constitution Act 1867.
Also, IRCC became responsible for Canadian Passport Order and the Order Respecting the Issuance of Diplomatic and Special Passports from Passport Canada and the Department of Foreign Affairs and International Trade, respectively, from July 2013.

CIC and IRCC:
Citizenship and Immigration Canada (CIC) was the former name of Immigration, Refugees and Citizenship Canada (IRCC). The new name for the Federal department was used after the Government in November 2015 took office.
In some cases, CIC is still used on documents, while on official documents and communications, IRCC is preferred. To avoid confusion, it is better to understand that CIC and IRCC are both the names of the same department.
If your documents refer to CIC in one and IRCC in the second, then it means they are referring to the same department.
